Record rains over Northwest Iowa mean rising water in area rivers and streams, including in the Floyd River.
But despite higher water levels, the city of Sioux City says weather hasn't posed any threat to area homes or businesses.
According to FEMA, areas, including some in Leeds, on the city's north side, are prone to flood waters.
And that means the federal government wants those homeowners to buy flood insurance.
But, the fact that the Floyd is so full and those homes still haven't flooded, that's an argument the city plans to use against the federal government's requirement.
The city is also studying ways to improve it's infrastructure in Leeds to get homeowners and businesses out of the floodplain.
"We don't want any impact to the homeowners. We also have development property in the area so we have a vested interest in making sure that this impact is minimized," said Jade Dundas, Sioux City Public Works Director.
The city has hosted two public hearings on the topic.
FEMA was also supposed to hold it's own meetings, but those have been delayed because of the federal sequestration.
